Main Direction of Activities
1. Proposal of people-centered open policy
  ■ Improving democracy and presence of policy proposals
    o Propel the gathering of public opinion about key agendas regarding policy proposals every quarter
       through the Chapters’ regular meetings and the online policy proposal system (by using the
       271 regional organizations at home and abroad)
  ■ Pushing for appropriate policy proposals regarding unification agenda of the government
    o Support the building of a foundation for a “peaceful and prosperous Korean Peninsula” through
       proactive and timely policy proposals about current issues in the relations between the two
       Koreas as well as medium and long-term unification tasks that lie ahead.
2. Unification activities empathizing through communication
  ■ Gathering public opinion on unification from the local scene and expanding sympathy
     for peaceful unification
    o Gather and convey the people’s awareness and sentiment with regard to current issues in the
       relations between the two Koreas – adding or concealing nothing – by diversifying channels for
       gathering public opinion by region, generation, class, and function.
    o Lead the discussion on unification and spread public sympathy in local societies through regional
       businesses, e.g., “Peace Unification Forum,” “Citizens’ Class for the Age of Unification,”
        and “National Unification Academy.”
  ■ Creating ties with civil society organizations and strengthening joint activities
    o Form a peace discourse that is easy to understand and participate in and push the “Peace Campaign”
       as a joint operation with civil society organizations such as local NGOs and universities
       (research labs).
    o Focus on training programs such as training course of unification leaders of the next generation ,
       in concert with academic groups involved in unification and NGO groups.
  ■ Pushing for peaceful unification activities wherein citizens can sympathize and participate
    o Shift the paradigm to center on public businesses that contribute to peaceful unification from
       industries at home and abroad.
    o Carry out a peaceful unification program that teenagers can easily and lightly approach in connection
       with various education agents; strengthen the future generation’s awareness of unification.
3. Going beyond conflict toward national consolidation
  ■ Forming the “National Unification Contract” with both parties, central government,
      and civil societies
    o Carry out the signing of a “National Unification Contract” in order to draw at least the minimum
       nationwide agreement on a safe North Korea as well as unification policies.
  ■ Playing a leading role in uniting the nation
    o Develop and carry out characterization businesses for solving conflicts between regions, generations,
       and classes based on regional divisions and for national unification.
  ■ Supporting the successful settlement of North Korean defectors
    o In the age of 300 thousand North Korean defectors, provide customized support so that defectors
       can actually settle and live independently in South Korean society.
4. Active peaceful public diplomacy
  ■ Pushing for strategic, peaceful public diplomacy
    o Strengthen unification ability and public diplomacy ability through overseas council members
       stationed in 122 countries around the world.
  ■ Strengthening the role as hub of the overseas unification network
    o Spread a sense of understanding and sympathy among overseas Koreans about the government’s
       North Korea policies and unification policies as well as denuclearization of the Korean
       Peninsula via lectures and forums.
  ■ Strengthening international cooperation in order to solve the North Korean nuclear problem
    o Continuously remind the global community of the North Korean nuclear problem through relations
       with influential foreign politicians, civic groups, and media.
